There are shortcomings in both the DDP and the EIA process. This is partly due to the actual performing of the processes which are lacking in some parts. This is also due to the varying quality of the processes, due to different levels of engagement among the plan administrator, the EIA performers and the CAB reviewers. 

The impression from the interviewees is that they feel that it is up to the EIA performer to make the processes as good as possible.
